National Directorate for Procurement or DNA (Portuguese acronym) functions to study and execute politics regarding obtaining goods, purchasing and works within the ministry based on the applicable laws. These competencies has been mentioned in decree law no 20/2015 and in ministerial diploma no. 14/2015
The directorate manages state property in the ministry, study necessities regarding acquisition of goods and services according to annual budget and programs as well as to manage and to assure development of administrative procedures for the acquisition of good and services of the ministry and F-FDTL based on legal rules. Other tasks are to conduct assessment on necessities regarding good and services in the ministry, particularly complex and high risk acquisitions in order to provide detailed estimate or calculation. It also monitors execution and implementation of procurement contracts for good and services of the ministry and F-FDTL, in order to update its renovation plan. Apart from that, the directorate also cooperates on the standardization of equipment, materials, and works in the ministry, participates in the creation of committees under procurement, hiring, execution of general and special rules, monitors contract payment to Central Bank and National Commerce Bank in Timor Leste.
In order to study, to propose and to execute measures needed for the political development of the ministry, construction materials and military and civil infrastructure are necessary for defense in coordination with other entities and governmental organizations whenever necessary, updated archives must be maintained according to procurement procedures to guarantee preservation of documents for the minimum period of five years, without financial loss for special attribution to General Archives of Defense Office.
